Government proposal writing services for bids worth winning.
Kenley Pursuit writes and manages government RFP responses for owner-led firms in Canada and the US with no full-time bid manager. Before anyone writes, we check the bid is a fit, so you only spend time on proposals worth writing. Your experts bring the substance. You press submit. Want a price check too? Add a Bid Economics Assessment.
How we run your RFP response
One person runs it from the first read to the final file. You stay in control of every decision.
Is it a fit?

Compliance matrix and plan
Every mandatory requirement and scoring point listed, with an owner, and a schedule that works back from closing day.
Proposal writing and reviews
We draft, your experts add the substance, and we review it against the evaluation criteria.
You press submit
We prepare the final package and check it against every requirement. Submission always stays with you.
What you get
You keep the expertise. We take the project and the page.
You walk away with
- A go/no-go call before writing starts
- Every mandatory requirement checked
- A response organized around the evaluation criteria
- A submission plan that works back from the deadline
Who does what
Your team brings the technical substance, pricing sign-off, references, résumés and certificates, and a few hours at kickoff and review.
We bring the RFP broken down into every requirement and scoring point, the plan and schedule, drafting and editing (or managing your writers), and a final compliance check on the package you submit.
Why we start with a fit check
Most proposal writers start writing. We start by checking the bid is a fit: can you meet the mandatory requirements, do you have the people, and does the deadline work. A proposal for a bid you shouldn’t chase costs weeks of senior time. If the answer is no-bid, we tell you that first. When price is the question, a Bid Economics Assessment adds a recommended minimum price. How government bid pricing works.
Then the writing. Evaluators score what is on the page against fixed criteria. They don’t see the quality of your work, only the quality of your answer. Strong firms lose on the page when a mandatory form is missed, an answer describes what you do instead of what is scored, five sections read in five voices, or the portal upload goes wrong at five to four. That is the part we take off your plate.
Who it’s for
Best for
Owner-led firms in Canada and the US with a federal, provincial or municipal RFP to answer and nobody free to run it. Also teams whose technical people are strong but stretched thin.
Not the right fit if
You want a guaranteed win, or you need grant writing. We can make a response compliant and clear. We can’t make a poor fit a good one, and we’ll say so before you spend the time.
Questions about proposal writing
How much does a government proposal writer cost in Canada?
It depends on the size of the RFP and how much of the writing your team does. Every engagement is a fixed fee agreed before work starts, and you get a quote usually within two business days.
Do you submit the proposal for us?
No. We prepare the final package and check it against every requirement. Submission always stays with you.
Can you write a proposal on a tight deadline?
Often, if the RFP closes in time to check it’s worth bidding first. Send it and we’ll tell you, usually within two business days.
Do you write federal, provincial and municipal proposals?
Yes: CanadaBuys, MERX, bids&tenders and provincial portals.
What do you need from our team?
The RFP package, access to the people who know the technical work, and your usual supporting material such as past proposals, résumés, references and certifications. We agree the details at kickoff.
Can you guarantee we’ll win?
No. Nobody honest can. We make sure the bid is worth chasing, the price protects your margin, and the response is written to the evaluation criteria.
